Fast Track Approach
Early consultations regarding copyright agreements and participation criteria confirmed the complexity of the project. The TIGAR Fast Track Approach was adopted to make early progress, build confidence, gain experience and knowledge, and generate tangible results alongside preparations for longer term solutions. The Fast Track is a simplified approach designed to enable early exchange of works in accessible files between Trusted Intermediaries. The main features are:
- A Fast Track Memorandum of Understanding (MOU) that is only signed once by Trusted Intermediaries and Rightsholders in a country.
- Files can only be exchanged between Trusted Intermediaries that have signed the Fast Track MOU for titles whose Publisher has also signed the Fast Track MOU.
- Only Daisy and Braille electronic files for titles that already exist in Trusted Intermediary collections are included. This does not include publisher files at this stage.
- A simple (FTP) file transfer service provided by WIPO will be used to support the exchange of files within this approach.
