"The DAISY Consortium has developed standards and technologies which enable equal access to information and knowledge by all people. Our Member organizations have created, mostly under national copyright exceptions, thousands of titles that are fully accessible to persons who are blind and print disabled. We are very interested in an international copyright exception that will allow the cross border exchange of these existing materials. We also believe that publishers should create and sell materials that are fully accessible; we pledge to help make this happen. Finally, we believe that a licensing arrangement which facilitates the transfer of XML source files that leads to the production of fully accessible content is preferred. We therefore support the twin track approach where licensing is used wherever possible and international copyright exceptions are available as a fallback."
